Director of Content Policy
Kate Biggs has over 20 years’ public policy experience.
She began her career in the UK civil service, working at the Cabinet Office and the Department for Digital, Culture and Sport. She then spent a couple of years at the BBC, implementing changes to the corporation’s governance, before moving to New Zealand and then Australia, leading a variety of service transformation projects.
She joined Ofcom in 2015 and became a Director in the Content Policy team in 2019. Kate oversaw Ofcom’s Children’s Content Review and leads our work on PSB prominence.
